I hate trolls.  Here is a fact for the fools who listen to the trolls.  The city charter does not provide for a State of the City address.  The designation of the speech was made by the Chamber of Commerce, not the mayor.  Technically the Mayor at every city commission meeting can give a state of the city address.

People make up your mind.  Do you want facts or trolls poisoning the city.  Rita Hernandez hates Brownsville and was part of this fake narrative.  When Mike Hernandez abandons her in federal court, she will get what she deserves. 

Castro only made a lot of people very angry today for trashing Brownsville with his false narrative and allowing his clown followers to keep the false narrative going.  The consensus is Rita Hernandez wrote the trash on Montoya's page.  McHale is just sick and will trash the Mayor for sport knowing full well he is lying.  Barton is a poorly educated fool who fails to understand the role of the Chamber of Commerce and write garbage for relevance.

There was no official State of the City Address.  It was how the Chamber of Commerce, not the mayor billed it.  If you want facts listen to the beginning of the city commission meeting or go to his facebook page.  But if you insist on following the trolls on social media you will be viewed as idiots and the problem with Brownsville.

BV GOING IN NEW DIRECTION WITH WEB PAGE

It will probably take about three weeks to learn how to use the new web page.  But for now here is today's post which can be found at https://brownsvillevoice.com/.

I am doing better vision wise, but headache wise no.  It will be a few weeks and the BV blogspot will be completely moved over to the new web page. Comments are allowed, but are still subject to the same moderation rules.

OUR DEMISE

I hear from so many people who want to fight back.  I tell them unless they have the money to create a strong organization of committed followers they will find themselves disheartened.

I see this far too often.  People think because they are in the right the people will join the fight.  No.  People are oblivious to their own attackers, let alone the problems with in society.

Unless you are CNN you cannot run the same story day in and day out and keep an audience.

Trump will win in 2020, and no matter how obsessed CNN is with Trump, nothing will change.  I read their headlines on Trump and find no support in their stories for the headlines.

They constantly play the game that they are shocked there is gambling at "Ricks"  It is a reference to a scene in "Casa Blanca", the movie.




REALLY, YOU ARE SHOCKED THAT THE U.S. USES QUID PRO QUO IN FOREIGN POLICY DECISIONS?

While I may want Trump gone, I am not going to give a pass to Joe Biden and his son Hunter.  The Ukrainians were certainly thinking about helping Hunter Biden when the vice president was holding up aid. 

Every day the U.S. uses quid pro quo in foreign policy.  When we help someone we expect something in return and all of Congress knows this.

Regardless of CNN's headline, no where in Mulvaney's press conference does he expressly state that there was a quid pro quo on the Biden's and the Ukraine.  The CNN headline is one big lie.  All he said was the U.S. uses quid pro quo in foreign policy making.  The Democrats may be shocked, but I am not.

BACK TO THE LOCAL THEME

Good people try and make a difference. But they fail to understand  the very politicos encouraging them are working with the enemy.  You survive in politics by aligning yourself with the enemy.  You justify your decision by saying "well at least I am doing some good."  There is no courage in politics.

UNLESS YOU ARE PREPARED TO HAVE YOUR LIFE ABSORBED BY THE BACKSTABBING AND CORRUPTION, I SAY WALK AWAY AND LET THE SYSTEM SELF DESTRUCT- CORRUPTION CANNOT SUSTAIN ITSELF FOREVER

Castro and Vargas will both walk on the removals and DWI's

I am not 100% certain what is happening with Vargas.  The DWI case referenced in the Herald wherein Dan Sanchez is his attorney shows a different address than the one used in the removal action.

The DWI remains in limbo because Judge Chavez recused herself in violation of the rules of professional conduct.

CANON 3

"B. Adjudicative Responsibilities. (1) A judge shall hear and decide matters assigned to the judge except those in which disqualification is required or recusal is appropriate." 

In Cameron County the judges are allowed to self recuse without cause as mandated by law.  There is no justification for Judge Chavez's decision to recuse herself, other than self preservation.

The cost of the recusal will be borne by the people through a visiting judge.  

Judge Bañales has been assigned to the removal action.  He has refused to allow for citation on Michael Vargas.  There will be a hearing on October 31, 2019, to decide if Michael Vargas should be served in the removal action.  Judge Bañales in his order acknowledged nothing in the law allows for his decision but he is doing it anyway.

If the rules are followed, Judge Bañales will be assigned the DWI.  You can expect both cases to be dismissed.

I FEEL BAD FOR ALL OF THE PLAINTIFFS

The decision has been made that both Castro and Vargas will be allowed to walk on the removal actions and DWI's.  The incestuous corruption in the system allows for no other result.

I feel why those who put their names on the line to bring the problems to light feel disheartened. 

THE FEDERAL JUDICIARY

Congress knows the system is broken and corrupt to the hilt.  In the last debate the issue came to light as the candidates discussed the ideas currently on the table.  A key reform is ending life time appointments.  The candidates were clear that the federal judiciary is broken from the bottom all the way to the Supreme Court.  

But it takes a lot of money to move the cases up the line.  People do not have the money.  

The movement for changing how you become a judge in Texas is solid.  It will be center state during the next legislative session in 2021.  Will things change?  No.  The new system will just create more corrupt and inept judges.

SO MY MESSAGE IS - DO NOT BE DISHEARTENED IN YOUR EFFORTS - THE SYSTEM IS RIGGED AGAINST TRUTH AND JUSTICE - JUST KNOW YOU TRIED

CITY COMMISSION DROPS BALL ON BPUB RATES

The new city commission has been in place long enough to have acted on the BPUB rates.  Now my house is highly energy efficient.  I have taken advantage of all of the rebates.  Here is my electric part of the bill due.  Look at how much lower my electric use is than my neighbors.  It is energy efficiency.  It is money in the bank.  It is actually lower than the Brownsville average.

The unit cost for the surcharge is actually down from a high, but the current rate is still historically high.  With natural gas flowing at record rates, and windmill energy coming on board, there is no reason for the fuel surcharge.  My fuel surcharge is lower than most because my home is energy efficient.  You know an extra $50.00 a month can help a lot of families.  It is time the fuel and energy charge come to an end.

Back to bed.  I was working using several screens and had to stop as the head started to feel like it is going to explode.

HEMP V. POT - DEMAND THE STATE TEST IT

All over the state district attorneys are no long prosecuting simple possession cases.  People do not know this.  When hemp was legalized the state defined pot by THC levels.  People can smoke hemp for legal medicinal purposes.  The fact you have a joint does not prove it is pot.

DPS is not suppose to be arresting people for simple possession.  Sheriffs all over the state have asked that they simply issue a citation and send the person on their way.  DPS will not play along and keep on arresting people needlessly.

If the state does not test the joint all they have is circumstantial evidence.  A good defense attorney puts on evidence for the use of legal hemp for medicinal purposes.  You now have reasonable doubt.  the police officer cannot say with certainty it pot v. hemp.

This is why the cases are not being prosecuted.  A mediocre attorney can get to reasonable doubt, unless the joint has been tested.

LOOK - while I believe it is time to decriminalize marijuana, I also believe in strong education as to its dangers.  In Colorado I know of lives which have been destroyed.  It is legal.  But some people are using it and its derivatives in dangerous ways.  They reach the point they get no benefit and then do more and more with no benefit.

So yes, it is time to decriminalize it, but it is also time to educate people that other than a once in a while recreational use it is dangerous.

MEXICO

While a court ruling effectively legalized marijuana, a vote any day will make it formal.  There will be no need for drug cartels for the growing of marijuana.  This is going to make it just that much easier to get it into Texas.  Prosecuting simple possession cases is a complete and total waste of limited resources.

SAME CASE, TWO TRUSTEES, TWO JUDGES, TWO DIFFERENT SETS OF LAW - WHY?

As I said both of these removal actions from their respective elective offices should have been before one judge.  In the case of Castro Judge Flores signed an order authorizing service and citation.  In the case of Michael Vargas, Judge Bañales refused to sign such and order and according to the Herald did the following.

“Although not explicitly stated in the statute, due process may require that respondent (Vargas) have the opportunity to challenge or oppose the petitioners’ application for citation and service,” the court wrote in a letter to the petitioners. “Accordingly, the court will afford respondent a hearing to show cause why the citation should not issue and be served upon him.”


I wanted to see Judge Bañales order so I went into the Cameron County Portal.  I typed in the case number, then the names of the plaintiffs, then Michael Vargas name.  In  each case I get a message which says no such case.

This is a growing problem coming from the clerk's office.  Select parties are protected from having their cases seen on line. 

There should have been one judge for both cases.  And just as the BV predicted the two judges immediately issued conflicting rulings as to the law.  These cases are going nowhere.

A NEW CHALLENGE IN JOURNALISM

I think this is great.  But I will wait and see.  In journalism it is nearly impossible for average Joes to put forth valid stories.  There are too many organizations claiming to be the voice of the people when in fact they are a voice for their own agenda.

I hope this works, but unless they have the staff which can see a story even told by a high school dropout, then the big stories will remain untold.


A LESSON IN FUTILITY

I am confident that the new Director of Public works will get things fixed, but for now the same old incompetence continues.  He cannot do it overnight

You are looking at the entrance to Cowan Terrace West from Boca Chica.  The potholes were deep.  Jessica Tetreau-Kalifa's parents were driving around these potholes daily because she does not even care to take action to fix potholes in her own neighborhood.

On Sunday I saw a car stop short on Boca Chica turning onto Cowan Terrace because of the size of the potholes.  I have lost count how many times I have called this in. 

This time I called it in on Monday morning while heading out to San Antonio.  I told them how I saw a car stop short on Boca Chica to avoid the potholes and that it had become dangerous.

Last night when I got in from San Antonio this is what I saw.  You can see how cars are already making indentations in the repairs.  One big rain and we are back to square one.

LESSON:

Jessica will not even fight to fix problems in her own neighborhood.  If you think I am asking for special consideration you are wrong.  The street in front of my neighbor's home collapsed about 5 months ago.  The city markings for the size of the repair have been there for months.  The hole gets bigger and no one from the city is going to address the problem.  It is futile.  A pothole is one thing, a collapsed street is another.  I have not called the city to determine why they abandoned the project.

When this happened in front of my house the first repair failed the day the garbage truck showed up.  They redid it and had to dump cement in the base of the very large new opening to stabilize the ground so another repair would not collapse again when a truck drove over it.

The second lesson is, the city will continue to waste a fortune on quick fixes which these pictures show did not last a day.

THE PROBLEMATIC VALUE

I had to take a pic using my cell phone.  I cannot print the x-ray.  The hospital gave me a copy for my VA doctor so he can understand what is happening.  

You are looking at a tube which goes into the ventricles.  It then goes south into the shunt.  In the middle of the shunt you see a white circle.  That is the valve.  Using a device you can open and close the valve.  My doctor has been unable to get this valve properly set.  In about 4 weeks we went from a small opening of 200, to 160, to today 120.  

For reasons neither he nor the manufacturer know why my doctor cannot verify the setting.  But a specialized x-ray after the reset allows the surgeon to see the value and based on what he is seeing and a card he has tells him how the valve is set.  He saw the x-ray.  If it showed a setting of 120 then he knows the reset worked.

So now I wait 2 weeks to see what happens.  It  takes 2 weeks for the drainage level to reach the maximum drainage and the fluid level to level out.

WHY TALK ABOUT THIS

This is all very new.  In fact neurosurgeons are just starting to even acknowledge latent congenital hydrocephalus which leads to many problems including hypothalamic dysfunction.  There are still doctors who believe hypothalamic dysfunction is a myth.  The NIH clinical notes now have two patient write ups which show how the hypothalamus restores itself and patients lose weight, restore their internal clock, metabolism, and increase testosterone.

I write so people can find my story and maybe learn something.  There are a lot of men with this problem.  It is 100% curable.  The problem is a lack of knowledge by the medical community.  We know for certainty when 40 cc of fluid are drained from the ventricles my vision nearly restores itself 100%.  We know that my testosterone on a double dosage of androgel went from the high 300's to the high 600's.  The  NIH patient studies also verify my experience.  

My goal is simply to educate.

IS TRUMP COMPROMISED?

We know that high school students can hack into the Pentagon.  Given this reality we must assume major international intelligence services have hacked into the U.S. Government systems.

There is no issue in my mind Russia, the Saudi's, Turkey, China and so many others have hacked into the IRS system and have Trump's tax returns.  

What else do they have?  Is that alleged sex tape in Moscow real?

We live in a new world where our enemies and even our allies can access just about anything about our president.

Our only defense is to look at the president's actions and ask, does he appear compromised.

Look at Senator Lindsey Graham.  He went from being one of President Trump's biggest critics to one of his staunches allies.  Why?  What happened to that one day indignation over Trump abandoning the Kurds.

Graham is now bogged down negotiating with Trump possible sanctions against Turkey.  Why?

I can assure you our intelligence services know everything there is to know about Lindsey Graham.  When someone like Trump keeps on capitulating to our enemies and someone like Lindsey Graham goes from being a Trump critic to a staunch Trump support, you must ask yourself, have they been compromised?


ERIC GARZA LAUNCHES UNETHICAL AD AGAINST SHERIFF LUCIO

Real simple people, if in an ad you have to go dishonest with misleading and deceptive information what does that tell us about your integrity?  It is certainly not what we need in law enforcement.

First of all most of the increase in the county budget comes from the natural process of increased property values - hence more taxes.  The county has nothing to do with this.  Property values are the product of appraisers at the Cameron County Appraisal District.

Two the use of the "I do not know" out-take is desperate.  We have no idea what the real question was.

This is a level of dishonesty which makes me ask, what happened the last time we voted sheriff Lucio out of office based on a slick campaign?  We elected a drug dealer.  Knowing Eric Garza is unethical, simply based on this ad should be enough to turn you away from him as a viable candidate.

This tells you all you need to know about Eric Garza's character and trustworthiness.

It appears McHale is either lobbying sheriff Lucio for an ad or has secured the ad.  If Jerry had any journalist skills, from his bar stool downtown he would learn enough about Eric Garza and some of the people he hangs with to destroy him.

COB V. BISD

On Tuesday the COB will give a proclamation in support of Nolan Navaro, a Brownsville model who identifies with the pronoun "they", who seems to be making it in NY.  This is a major message in support of the full human spectrum.  I also like that Nolan sees himself as someone other young people in Brownsville can go to for mentoring.  This is a well deserved Proclamation.

On this issue my hats off to the COB and commissioners Tetreau and Munguia.  I see Nolan as a great ambassador of acceptance who shows the best side of Brownsville.

MEANWHILE AT THE DISASTER WHICH IS BISD

Two parents contacted me telling me their children felt like BISD was being hostile to them by holding a fundraiser at Chick fil a.  On Tuesday the Supreme Court heard the case on work place discrimination against the LBGQT etc community.  12 Amici Briefs were filed in support of discrimination.  The owners of Chick fil a helped to pay for these briefs. 

I am a strong supporter of these extracurricular activities because they keep young adults engaged in high school who may otherwise not be engaged in high school and enjoying the full experience.  But LGBQT etc students sense a feeling of hostility when they are told to be part of the experience they must spend their money at a company which opposes their equality.

Students at Rivera HS felt like it was a personal attack on them that the fundraiser was done at Chick fil a.  I adviced two parents on how to file complaints against BISD for creating a hostile environment for their children.

ARE THE DEMOCRATS DOWN 4 SENATORS ON A VOTE ON THE ARTICLES OF IMPEACHMENT

My status - On Monday I will be taken to San Antonio.  My surgeon has been in surgery and Tuesday was the first day he could get to me.  He will see me first me in the morning.  The goal is to drain more cerebral fluid from the brain.  I have no idea which option he will choose or when I will be back.

THE DEMOCRATS AND INDEPENDENTS IN THE SENATE HAVE A PROBLEM

I do not care whether you like Trump or not, going forward with the impeachment process must be 100% clean.  There is no room for even the slightest appearance of a conflict of interest when it comes time for the Senate vote.  At this time I do not believe the Democrats have the 67 votes needed to vote yea in favor of Articles of Impeachment.  But that is not the issue.  The issue is a clear lack of any conflict of interest by everyone voting in the Senate.

There are 4 Senators running to defeat Trump at the polls.  Senators Sanders, Warren, Harris and Booker.  They are actively using the allegations which could form the Articles of Impeachment against Trump on the campaign trail.  Each of the 4 have an interest in Trump being removed from office by the Senate.

This is not a game.  The appearance of fairness must be as clear as day.  Senators Sanders, Warren, Harris, and Booker must disqualify themselves now from partaking in the Senate trial and final vote.

BV DOWN - HAVING TO VIEW MULTIPLE SCREENS AT ONCE FOR WORK MAGNIFIES THE HEADACHES

I am waiting on the surgeon.  Several years ago a different model of the same shunt was recalled after doctors could not get a feed back on a handful of patients.  This is the problem.  He cannot verify the valve setting and the CT scan shows the fluid build up to be the same as before the surgery.

THE NEWS CONTINUES TO COVER THE CASTRO AFFAIR

A few quick facts:

Castro has every right to ask BISD insurance to cover the costs of his attorneys fees in the grievance and lawsuit.  It is for the insurance company to decide if there is coverage and not BISD's counsel.  Since I have not read the grievance nor the policy I have no idea if there is coverage.

BISD went out of its way of clearly stating it will not follow the new law which mandates everyone who signs up to speak will be allowed to speak.  No matter what the law says they will only allow 30 minutes for public comment.  Guys they have said it.  The policy was read on camera.  This gives standing to anyone in Brownsville to sue the Board for declaratory and injunctive relief.  This Board is nothing more than a group of fascists and will keep BISD in endless drama as the school district loses its students to charter schools.

STAR JONES

I am going to provide a link to stories on Star Jones on the BV.  You can google Castro's name and that of Carlos Quintanilla and see how Castro saw the story of Carlos Quintanilla so important months after the BV broke the story of Carlos Quintanilla a convicted felon being hired to manipulate the BISD elections so that a new Board would dismiss the lawsuit filed against his employer, Castro claimed the story as his own.  The same insurance company was also sued in Lubbock.  Because the press covered Quintanilla's actions in Lubbock the FBI raided a city commissioner's offices, the plot failed, and his employer paid out millions in damages.  The Herald ran cover for Quintanilla, got sued for it, and Quintanilla took control of the BISD Board which dismissed the lawsuit worth millions against his employer.

The new Board also settled millions of dollars of frivolous lawsuits.  Star Jones was paid over $40,000 for her role in this mess.

CASTRO DENOUNCED STAR JONES AND HER TEAM LEAD BY THE CONVICTED FELON CARLOS QUINTANILLA - BUT NOW HIRES HER - SOMETHING IS ROTTEN IN DENMARK AND WE NEED TO LEARN WHO IS PAYING HER FOR CASTRO

ADOBBATI FUNDRAISER RAISES SERIOUS ISSUE OF ACCESS TO JUSTICE

The following quote from Associate Supreme Court Justice Neil Gorsuch is telling on this issue.

“Why is it that cases in our civil justice system today drag on for so long, and the fees pile up so high, that many people cannot afford to bring good claims to court and others are forced to settle bad ones?” wrote Gorsuch in the book’s introduction."

Justice Gorsuch is pushing the long Supreme Court history of making it a First Amendment Right for anyone to advise anyone else on legal matters so long as they are not charging for the services.  Several states are now working on allowing for paralegals or lay people to charge for services.

I seriously question the Access to Justice commitment of any judicial candidate who would have a fundraiser wherein only the elite can afford to attend.  

Justice Gorsuch deals with this in his book.  Cases are working their way up to the Supreme Court to deal with this issue.   District Court Judge David Sanchez has overruled the Supreme Court authority on this issue and it is now in federal court.

People love to say I switch sides.  Never.  People want you to commit to people not ideals.  I am committed to ideals.  This is how I can say I oppose County Judge Eddie Treviño on a host of issues, but praise him for how he handled public comment at the last meeting.

Because I am concerned all of the judicial candidates are not committed to Access to Justice, I do not plan on voting in any of the judicial races.  It is really that simple. But I did find Adobbati's fundraiser a slap in the face to Access to Justice. 

ME - I'M DONE

In the morning I will ask my surgeon to bring me back to SA.  I no longer sleep and remain in a daze.  No medication is working at any level and my head is killing me.  I just stay in an endless daze.

CASTRO GETS ANOTHER CONTINUANCE FOR TWO WEEKS, AND COWEN FORCES CLOSED SESSION ON TRUSTEE RULES

Castro has retained Star Jones to represent him in the grievance.  In an email read into the record she asked for at least a two week continuance because she had yet to read the grievance or had an opportunity to meet with Castro.  She also seems to say she wants to settle this outside the grievance process.  It is time someone step forward and advocate for the parent because BISD certainly will not.  Baltazar Salazar, counsel for BISD, made clear more continuances could be granted if asked.

TRUSTEE OPERATING MANUAL

It seemed like they were going to do this in open session since it is not protected by Executive Session.  I was typing away on a federal brief and was not paying close attention.  I thought they agreed to do it in open session over Phil Cowen's objections.  The mismanagement of the meeting is surreal.  Castro was allowed to vote on his own continuance.  Yes my friends idiots are running this  Board of Trustees.

So now they are in Executive Session.  People will leave or if at home change channels and what ever happens will get little coverage.  I do not expect to cover it.

ALSO WHO IS PAYING THE LAWYER?

First you note Castro is not going with Angela Nix.  For me Baltazar Salazar was confusing on this but he seemed to suggest Castro asked that BISD insurance cover his legal fees for Star Jones.  Salazar was clear in his legal opinion BISD insurance does not cover the grievance or the removal lawsuit.  But there is an issue with how the lawsuit was filed.  When you sue someone in their representative capacity it is not the same as suing them individually.  This could create a problem for the insurance company. 

If this needs to get fixed Saenz needs to get on top of it now. I raised this issue since day one.


PHIL COWEN GIVES HALF ANSWER TO THE LOPEZ HS SIDEWALKS WHILE CALLING OUT CASTRO AS MISINFORMED, BUT WAS HE?

Well today's post got people talking.  I will post all of Phil Cowen's response.  He is correct the road in front of Lopez HS is a county road and the county should be responsible for the sidewalks.  Castro feeling the pressure from his fellow Trustees lets the answer slide.  But as you will see below how Castro's followers responded to Cowen's post.

FACT:

Residents all of the time build sidewalks in front of their homes on city streets.  Other than a lack of will on the part of BISD, BISD decided to just blow off the issue and do nothing.  There was plenty of money for everything Joe Rodriguez wanted and Phil Cowen voted to give him in nearly every vote, but not for sidewalks to meet ADA compliance. It appears now because of Castro embarrassing BISD someone will finally put pressure on the county to build the sidewalks.

    • Priscilla Castillo I understand what you are saying and appreciate the fact that there is or will be movement towards new changes. Thank you. However, is it not frustrating you or disappointing you that this issue has been treading water for more than a decade? It can easily become an issue of hindsight, granted, but the fact is, if the sidewalks were there already there wouldn't be sidewalk/streetlight issues now. My hope is that the new board will see any issue and press for it to be addressed and do so firmly and fairly. I 100% believe in BISD. I will always do so. Fight for these kids. They all deserve it. Thank you for doing so.

So what we see in this exchange is now that Phil Cowen is tied to the problem all of a sudden the problem needs to be addressed.  Even if you put the responsibility of the sidewalks on the county, why did it take this morning's post for Phil Cowen to blame Sofie Benavides.?

Yes if we are to believe Phil Cowen it is Sofie Benavides who has dropped the ball on this one.

PHIL'S RESPONSE

The County has failed to build sidewalks for Lopez High School.
Dr. Prisci Tipton asked me via text if I voted against building sidewalks at Lopez High School. She said a lot of people were saying that. Those people were responding to a post by Mr. Erasmo Castro last Saturday which implied that the BISD board has done nothing to put sidewalks at Lopez. These people and Mr. Castro are misinformed. Building sidewalks on streets is not a school function, so i could never have had a chance to vote on it, ever. I told Dr. Tipton I would respond via Facebook; I appreciate the question because it gives me the opportunity to point out who is responsible. Namely, the county. I do that now.
School systems don't build streets and sidewalks in neighborhoods which go with the street because they can't do so legally. That is a city or county function; in this case it's a county function. Years ago, BISD saw that the Lopez area needed schools. We met the need by building Aiken, Besteiro and Lopez schools. Building the schools was our part. We spent $40 million doing it. The county did not match with a small thing like sidewalks or even some street lamps and lights.
In the case of Lopez, when it was being built, the construction department at BISD asked then Commissioner Lucino Rosenbaum to build sidewalks there. Not even a caliche shoulder was built for 15 years, much less sidewalks. Commissioner Pete Benavides did nothing, and the current commissioner has not done anything yet. From Tony Garza to Gilbert Hinojosa to Carlos Cascos to Eddie Trevino, no one has helped. John Wood and Alex Dominguez didn't reach across the aisle to help the matter. The fact is that the county has done nothing to put sidewalks at Lopez and by Idea Frontier and by the surrounding schools and their neighborhoods.
School systems aren't allowed to give gratuities. Its against the law. BISD CAN'T LEGALLY BUILD SIDEWAKS IN NEIGHBORHOODS. The country has the duty to do that, but hasn't.
Last week a young Lopez student was hit a few blocks from Lopez, but not in front of Lopez. If he had been in front of Lopez, he at least could have walked on the caliche shoulder which the county finally added to the street. Four or five blocks away there was no place but the street for him to walk.
Instead of trying to cast blame where it doesn't belong, I suggest people get a hold of Commioners Lopez and Benavides and County Judge Trevino and insist the county put in sidewalks in the rural neighborhoods which surround Lopez High School.
Maybe the county wants to invest in facilities at the Island or Space X. Before it does, please remember the families living around Lopez High School and the other schools in the area. They count too. No commissioner's court has ever voted to build sidewalks in the Lopez neigborhood. Now is the time for the Commissioner 's court to put it on the agenda and either vote yes or no.
The county needs to accept its responsibility to provide a safe living environment for all its children and families. Do it. It's the right thing to do. For Heaven's ske, take care of these children before another accident happens."
POLITICIANS ARE PATHETIC
So Castro gets caught lying about taking credit for identifying this problem parents have been complaining about for 15 years.  The only reason BISD has not built sidewalks is they put the responsibility on the county (Sofie Benavides district).  The county would not have prevented BISD  from putting in the sidewalks.  But now that it is front and center and blame is going around (Castro does get credit for this one even though he lied to get us to this point), something may get done.  But it took embarassing Phil Cowen to give the issue attention.
So while there is no doubt BISD dropped the ball for 15 years, Phil Cowen puts the blame of County Commissioner Sofie Benavides who oversees the area.  You cannot make this shit up.
