DID A SIMPLE SPORTS BETTING CASE, KNOCK TRUMP'S THREATS AGAINST SANCTUARY CITIES ON ITS FACE?

This is fascinating because the conservatives including Neal Gorsuch ruled in a way which may help undocumented immigrants. What is so fascinating about the opinion is the conservatives carried the day, with some so called liberals dissenting.  This is about black and white enforcement of the constitution, and not good policy.  The Conservatives were not concerned with how their ruling would hurt Trump on Sanctuary Cities.  This is good.  click for opinion.

The key holding is: "PASPA “regulate[s] state governments’ regulation” of their citizens, New York, 505 U. S., at 166. The Constitution gives Congress no such power"

What great words, "the Constitution gives no such power."

So if the federal government has no constitutional power to regulate how the states regulate their citizens [not noted - but many parts of the Bill of Rights do - but not an issue in this case] then what is the constitutional power of the federal government to punish states unwilling to enforce federal laws concerning immigration?  This Sports Betting case will be a center point on the cases going up to the Supreme Court.
