TEXAS AG ORDERS CHANGES AT BISD
 
The Texas AG agreed that BISD was improperly calculating when an open records request is due.  I included evidence BISD did not count days the administration was at work, but students were not in school.
 
In an enforcement action against BISD, the AG's office found BISD must count all days Administration is working towards when an Open Records Request is due.  I included documents which showed the Administration was working on days BISD said did not count towards when then must respond to an Open Records Request.
 
BISD can no long claim days the students are off do not count.  Unless BISD Administration is completely shut down, every day someone is in the office counts towards the days when an Open Records Request is due.
 
INSURANCE GATE AND TRAVEL GATE
 
On insurance gate Minerva Peña told me Cesar Lopez sent Otis Powers and email seeking a special board meeting for the stop gap insurance.  This was a lie.  It was Cesar Lopez running cover for himself.
 
I requested a copy of the non-existent email and instead of simply saying it does not exist, BISD produced over a 1000 pages of documents on a disc.  This was Miguel Salinas at his best.  I have known Miguel Salinas since 1988 - this is who he is.  Whether it was the Brownsville Housing Authority or now BISD he was hired because he is reliable to obstruct the process on command.
 
I sent the information to the FBI agent assigned to insurance gate.  It was clear evidence that BISD was running cover for Cesar Lopez.  I copied the FBI my enforcement action to the AG.
 
The Texas AG has now ordered BISD to produce the emails or state they do not exist or face suit.  Miguel Salinas through his conduct has now formally hung Cesar Lopez.  The FBI and now the AG know it was all one big lie.
 
TRAVELGATE
 
Minerva Peña also told me Carl Montoya sent all the Trustees an email limiting their travel.  He specifically targeted Cata Presas-Garcia.  Then came the vote to extend Carl Montoya's contract.  Cata Presas-Garcia voted to extend the contract of the man she is suing for a million dollars for violating her civil rights.  I would imagine the FBI's jaw hit the ground in disbelief as to the stupidity in this act.
 
Minerva Peña also told me Cata's travel was reinstated in exchange for her vote to extend Carl Montoya's contract.
 
I asked for these documents.  Again Miguel Salinas sent me a disc with over a 1000 documents.  It went to the FBI and AG.  BISD has been ordered to produce the documents or be sued.
 
If they now claim the Cata documents do not exist, someone will be indicted.  BISD is cornered.
 
Tomorrow - BISD continues it policy of discriminating against veterans in employment.

Bobby, if it is determined that the email doesn't exsist on the Insurance gate matter, could there be any legal consequence for the district?

If the various people told he sent the email verifies same it shows a cover-up - but sometimes cover-ups are meaningless. Stupid people try and cover-up meaningless things all of the time.

But it could also be evidence that Cesar was covering for himself. But the reality is, anyone on the insurance committee could have asked for the special meeting and they did not.

I think the question the FBI has is why? The answer could be simple incompetence by all concerned.

But Miguel Salinas's conduct makes it appear like they have something to hide.

It just seems strange that the CFO would award or renew that contract without a board majority.

The other question is, why did the insurance committee members, Cesar Lopez, Jose Chirinos and Carlos Elizondo not inform the board of the offer for stop gap insurance. This is the big question.

Cesar tied to protect himself by saying he did when in fact he had not.

It could take the FBI tree years to decide if there was wrongdoing
