AS REPORTED BY THE BV LAST WEEK, CARL MONTOYA OFFICIALLY JUMPING SHIP

For weeks I have seen inquires on the BV from Judson ISD.  He will start work in 21 days.  The school district is significantly smaller than BISD.  During the 2013/14 school year Judson had a student population of 22,972.  For this same time period BISD had 49,370, students.  I cannot see him getting a pay raise.

You see the contract extension was an attempt by Otis Powers to get Montoya to stay so things would remain the same.  It blew up in his face and now Montoya is jumping ship.

If he is smart he will take sick leave and vacation time starting immediately so as to avoid any BISD meeting wherein he is fired.

The Board still needs to call in the FBI to investigate the travel pay for Presas-Garcia in exchange for her vote to extend his contract, and the $3.3 million purchase of insurance from McGriff after the Board rejected the contract.

For now I expect an interim Superintendent, and a national search for a new superintendent.  If the new majority thinks they are just going to hire locally without a national search they are in for a fight.  They will hang themselves in terms of credibility. 

BISD HR needs to vet the applications and then allow a citizen committee to recommend 2-3 finalists to be chosen by the Board,.  This is the only real transparent option.

BISD has a chance for a new beginning and I can only hope the new majority takes it.  If they do not, they will be hanging themselves. 

WARNING TO ANY LOCAL WHO THINKS THEY WILL GET THE JOB THROUGH A CORRUPT PROCESS

I stayed on Hector Gonzales until he was gone.  I stayed on Brett Springston, until he was gone.  I stayed on Carl Montoya until he was gone.  I will automatically target anyone selected who has not been part of a national search first and vetted through a citizen's committee.

if they do not do a national search with a citizen's committee to narrow the candidates for the Board to consider I will begin with the presumption the new majority seeks to corrupt the process.

And here we will go again.

Hector Gonzales, Brett Springston, and Carl Montoya all ignored the special needs children. They ran cover for those who failed the children and they were sent packing.

If the replacement thinks they are going to ignore the special needs children they might as well start packing now,

Otis convinced Cata to cancel her last trip to defend his presidency - she had to pay the cancellation fees. For what? She got nothing. Watching her on Valley Central blaming the board for Montoya leaving when she is the one suing him laughable - she is so, so psychotic. Not even the semblance of a moral compass. I want to be next to her when her son graduates and he husband serves her with divorce papers - maybe then reality will kick in.

Even if the super is leaving, the board should continue to investigate the insurance debacle. Those that have responsibility or contributed to the matter should be dealt with immediately. However it seems the board is afraid to do the right thing as nothing has been presented to the public of the board concerns regarding the procedures violated undermining the board directives. Unless the blog reporting has misinformed the readers.

And to you Cata - stop posting all of your conspiracy theories - they will not get through - you are done for - If this new majority fails to call in the FBI to aid in the investigation of you and Carl Montoya, they will wish they were only in hell because it will be a near daily barrage from me detailing the interim sups conduct and the new majority's incompetence

I looked up the adopted budgets for JISD and BISD for the 2013-14 school year and compared them to their student population. Do the math. Brownsville ISD spent $1849.53 per student more. Having worked in Judson I can say that the school district is every bit as good or bad as BISD. That being said BISD's budget was $91,311,296 more than what Judson ISD would have budgeted if their student population equalled Brownsville's. This may be an oversimplification but BISD is adminisratively top heavy, beset with waste, spends too mush on attorney fees for staff, school board, and student program litigation. This has been going on for years and the only answer is incompetence on the part of the school board and the administration who spent much time jockying to promote themselves. Tax payers are being screwed over and you can expect the same. I sent a similar post to another site, but as usual, the numbers there were incorrect making the per student expenditure even larger. Although I have nothing positive to say about C. Montoya and I am glad he's gone, he definately benefits for this departure.

Oh the irony. Judson wanted Zolkowski gone and sent him to Brownsville. Brownsville wanted Montoya gone and sent him to Judson. Tit for Tat.

Could it be that the districts used the same headhunter? I recall that Harlingen CISD had the same situation with their Superintendent going to Round Rock, Jesus Chavez...it seemed to me at the time that it was due to the same headhunter consulting the districts. BISD should not spend their money on consultants to conduct their search. Consultants tend to promote their candidates thus limiting the boards options for selection. check my fact out because my retired mind is not functioning at the same speed.

There are professional organizations wherein BISD can advertise. BISD HT should be able to vet the applicants for minimum qualifications. Then a citizen review board should be able to narrow it to maybe 2 from which the board can choose a lone finalist.

This is the most transparent way to choose.

We shall see.
