LINCOLN PARK - CITY HALL CANNOT DEFEAT THE PEOPLE

EDITOR'S NOTE:  If you know Brownsville our Achilles Heel is our inability to agree on anything.  Lincoln Park has become the miracle park because people who cannot agree on the time of day have united - I would say through this journey upwards of 15-20 people have feed the BV documents which showed the truth.  The diversity of people and organizations using the BV as a conduit to expose the truth is truly a miracle.  Many of the people have no use for one another.  The battle for Lincoln Park has brought Brownsville together - hence "City Hall cannot Beat the People" In Spanish I call it "El Parque del Milagro"  When we win this and we will, it will be a game changer for Brownsville because every elected official will know We the People run this city and not them.

Side note on my writing - I am recovering from years of a neurological malfunction.  Nuvigil in the last few days has lifted a fog from my brain.  I have broken out my Chicago Manual of Style [now you now I am a geek]  and several grammar books and am reading like there is no tomorrow.  I am looking forward to the restoration of my writing skills.  So be patient as you read. - Try reading for substance and not commas.
 
OUR STORY

The UT Board of Regents would have you, the national press corps, believe this is a battle to bring educational opportunities to Brownsville. It is not. It has nothing to do with education as far at the UT Board of Regents is concerned.  It is about raw criminal power to impose its policies on some of the poorest people in the U.S.  For over 20 years Brownsville has not been able to move forward with economic development or job training because it has been forced to finance the UT Board or Regents machinations.  In Texas this is known as Plantation Politics wherein the elitists in Austin, Texas seek to impose on communities like Brownsville their vision of salvation.

To the national press corps, did you know the UT Board of Regents required Brownsville a, 90-95% Latino community to sell bonds to finance the building of the original UT Brownsville campus.  No other UT campus had to finance their own campus - just Brownsville.

To remind you of the original partnership deal penned by Rene Oliviera and signed off by Juliet Garcia - UT only had to pay rent if the legislature every two years put it into the budget.  The deal was fraud from day one.  We must pressure TSC to sue UT for all of the back rent - it is time the world knows UT is nothing more than a bunch of Plantation Pseudo Intellectuals using their power to oppress minorities.  This is what happens after 20+ years of control by Republicans.
 
In another letter excerpt we learn how Latino campuses are treated differently from Anglo campuses.

WHAT BROWNSVILLE NEEDS IN TERMS OF EDUCATION

Brownsville knows what it needs.  It needs economic development.  It is an elitist myth that a higher education is the pathway to economic freedom. I do not oppose a formal education.  I personally have two masters and a JD.  My path was right for me, but may not be right for everyone else.  It is myth that our students are better off if they are prepared for a university education.  Given what we know to be the national failure rate of students seeking a university education, it is incredulous to me that this policy of preparing our children for the university continues.  It was born of ignorance to justify elitism.

A medical doctor would fail at his or her profession without the sanitation workers  who keep the hospitals and our communities clean.

Brownsville has the potential of being a major manufacturing center in the U.S.  It is not, because instead of having its tax dollars invested in job training and economic development it goes to fund one of the wealthiest universities systems in the world - name the University of Texas.

The battle for Lincoln Park is really just the last straw in over 20 years of the people of Brownsville being fleeced by the UT Board of Regents which has delivered us nothing but debt - debt our children will be paying for, for a very long time.

In addition to the construction bonds sold to build the UT Brownsville campus, our children are stuck with oppressive students loans they cannot pay back.
 
THE MEDICAL TRAINING FRAUD PERPETUATED BY JULIET GARCIA AND THE UT BOARD OF REGENT

A bit of history for the national press corp.  UT Pan American in the 70'a aligned to bring more educational opportunities to the students of Texas Southmost College.  Over time in 1991, the UT Board of Regents created a partnership with Texas Southmost College.  The agreement included rent for use of TSC facilities - the above reference to the $10 million refers to the rent Texas never paid.  You see the partnership deal said Texas only had to pay rent if the legislature provided for it in the budget .  Needless to say it was never budgeted.

This reality and the $68 million bond package the UT Board of Regents forced on the taxpayers of Brownsville eventually lead to a very bitter end of the partnership.

Emails and letters obtained through the Texas Open Records law showed how Brownsville mayor Tony Martinez, UT Brownsville president Juliet Garcia, and the UT Board of Regents did everything possible to undermine TSC's new beginnings, as retaliation for ending the partnership..

THE MEDICAL TRAINING FRAUD

UTB/TSC promised our children that they could receive quality training in various medical fields.  They intentionally recruited thousands of students knowing full well that after the super majority finished what was nearly two years or prerequisites, they would be told there was no room at the inn, or restated there were not enough openings in the programs to accommodate the majority of the students who completed the prerequisites.  Thousands of dollars in debt, and the UT Board of Regents sent our students packing with debt and nothing to show for it.

WE WERE DONE - NOT A PENNY MORE FOR THE UT BOARD OR REGENTS

Our mayor without the knowledge or consent of the city commission hired the wife of federal judge Andrew Hanen to negotiate illegal and in fact criminal deals to benefit the UT Board of Regents.  The Casa Del Nylon cost the people of Brownsville $2.3 million.  More bonds had to be sold to pay for the building.  The building was bought for the UT Board or Regents to use as part of the new UT RGV campus, which would be a merging of UT Brownsville and UT Pan American.  Well, UT decided they did not want to buy the building from the City of Brownsville.  It remains empty.

Mayor Tony Martinez failed to tell the city commission that his law firm was representing the seller of the Casa Del Nylon.  In Texas this is a crime.  But this is Texas, and when your attorney is the wife of a federal judge you are immune from criminal prosecution. 

So now the people of Brownville are on the hook for $68 million in construction bonds for the UT campus for which they refuse to pay rent,  We are on the hook for $2.3 million for the Casa del Nylon.

Side note, until the night before the filing of the lawsuit, no city commissioner knew Rose Gowen worked for the UT Health System.  This is a clear conflict of interest and crime in terms of her vote.  First Tony Martinez did it on the Casa Del Nylon purchase and then Rose Gowen did on the sale of Lincoln Park to the UT Board of Regents.  When the attorney working these deals for you is the wife of a federal judge you feel protected.

LINCOLN PARK WAS THE FINAL STRAW

I will get to the details of Lincoln Park but first consider this.  Rose Gowen while failing to inform her fellow commissioners she works for the UT Health Systems, votes to effectively give away Lincoln Park for the cost of relocating the park's amenities, while asking not a penny for the land which some appraisals done by neighboring land owners put the land at a value of $20 million.  Below is just one of many appraisal documents we have secured.  Lincoln park is more or less 48 acres

According to US census data we are one of the poorest communities in the US.  The UT Board of Regents, one of the wealthiest university systems in the world controlled by the Texas Republicans has saddled us with an unimaginable debt.

To the national press corps - are you beginning to understand why we as a community finally said enough is enough?


UNDERSTANDING ROSE GOWEN AND HER CONFLICT OF INTEREST

 Dr. Rose Gowen is an employee of the UT Health CRU at UT Brownsville.  She is the medical director.  Nowhere on the video does she disclose this blatant conflict of interest.  Further city commissioners have confirmed for me she never disclosed her conflict of interest to the city commission.  This is a crime and makes the vote void.

Notice the name of the Director. Then notice who got $5 million dollars from the UT Board of Regents today for research related to diabetes - you got it Rose Gowens UT group - Joseph McCormick.  Rose and her group got the $5 million dollars and UT got Lincoln Park for a mere $6.5 million.  Can anyone who supports the expansion of UTRGV into Lincoln Park justify this and stand for it?  If you can you are not for Brownsville or justice.

WHAT BROWNSVILLE WANTS AND NEEDS IN TERMS OF EDUCATION

Texas Southmost College cannot move forward on a Manufacturing Technology Center because of the debt created by the UT Board of Regents which TSC must pay, and the UT Board of Regents' refusal to pay the back rent owed to TSC.

Brownsville should be a major manufacturing hub in the U.S.  We have a very active port, rail, IH 69 with trucking, and airport with FDA customs clearance.  We move steal along the intercoastal waterway down the Mississippi into our port and then on to Mexico.  We are in the process of developing liquefaction of natural gas for shipping out of the Port of Brownsville to Europe. 

There was a time our Port was an International Port known to the world.

 
If you look to the Brownsville Voice's logo it notes our history in aviation.  Brownsville was a major airport in the days of props for Pan American, and Braniff. 
 
Brownsville's airport can handle international cargo coming in from South America.  The Texas market is so large Brownsville can be the point of entry for all perishables from South America -  flowers, asparagus etc.  Our port, rail, trucking and air facilities can move these perishables around Texas faster than anyone else in the US.
 
Robotics manufacturing is the future.  Look to the bottom of that Halloween pumpkin and see where it was made.  The U.S. using robotics.
 
Brownsville has no money to develop a manufacturing technology center at TSC because of the debt we owe because of the UT Board of Regents.  With the $20 million the UT Board of Regents is trying to steal from us over Lincoln Park, Brownsville could develop the business model needed to bring the international perishable cargo from South American through Brownsville - and beyond.
 
Brownsville cannot develop economically because there is never any money for the needed job training or economic development.  Our debt is too high because of 20+ years of the UT Board of Regents using elitists to force some of the poorest people in the US to fund the machinations of one of the wealthiest university systems in the world.
 
To the national press corps - on election day Hidalgo county to the west of us said no to the UT Board of Regents request that they in part fund a medical school the UT Board of Regents want to build in Hidalgo county. It is not that we do not want to do our part, but at what point have we given enough to the UT Board of Regents while ignoring our own needs?
 
Brownsville wants to invest in the educational needs of its children which will bring good paying modern manufacturing and import export jobs.  A hand full of jobs at a university will not change Brownsville for the better.  A wise leadership invests in its people, job training, and economic development and not subsidize one of the wealthiest university systems in the world.
 
There is so much more.

There is so much more. It was more than $68M. Julieta Garcia overspent by about
$40M and guess who would still he paying for that some $100M in bonds if
the merger of TSC and UT would have been successful? You, me and and every other peon in the TSC taxing district. While we are still paying them off for about the next 20 years, we keep control of TSC within our realm. Hallelujah brother!
