CHIEF GARCIA CONTINUES COVER UP FOR EMPLOYEE WHO MAY HAVE USED DISTRICT PO'S TO PURCHASE ITEMS FOR HIS OWN BUSINESS - - VILLALOBOS FALLOUT, AND BISD --

THE CASE OF THE BISD EMPLOYEE AND WRONGFUL USE OF PO'S

When people ask me if there was a conspiracy in the Kennedy assassination - I say yes, but a constructive conspiracy.  I do not believe there was a conspiracy constructive or otherwise to assassinate President Kennedy.  The constructive conspiracy was by various people in unrelated jobs to alter evidence or conceal evidence under a belief the evidence they altered or  concealed was evidence of a conspiracy to assassinate the president.  I  do not believe it was.  But it is the acts of these unrelated individuals that  conspiracy theorists use to keep the discussion going.  Not even these people who altered or concealed evidence acted jointly - they each acted alone.  There may be an exception or two here and there.

The point here is, sometimes an event can make it appear there is wrongdoing at a higher level when there is not.  But in the case of Chief Garcia of BISD, he is the head guy - this is not wrongdoing by a lower level employee.

In the employee case, the employee at the vendor who handles the BISD account is willing to speak with Chief Garcia - another employee of the vendor who interacts with the BISD employee the subject of the investigation wants to speak with Chief Garcia.  So the question is, why has he refused to send his investigators to even meet with the vendor?  How is this possible?

The answer is simple - the claim that this employee did work for a trustee or high level administrator with items purchased using BISD's PO's, is probably true.  Chief Garcia has to know if this is true, and he brings charges against the employee he will be fired.

To my readers - it is not just this.  BISD lied about the existence of the PO's.  Inside sources have told me they exist and a former supervisor told me they exist.  So why did BISD in  response to the Open Records Request say they do not exist?  Again, who is being protected?

VILLALOBOS FALLOUT

The Herald is reporting that Trustee Luci Longoria voted to have the Healthsmart lawsuit  reevaluated.  I only saw the first half of the meeting.  I received an email telling me she said "there is nothing there."  She was not listed as someone voting to have the Healthsmart lawsuit reevaluated.  I have sent out several emails trying to confirm the Herald's story.

Let's assume the Herald is correct - Longoria's vote is very telling.  She knows that if Healthsmart settles before her reelection in November of 2014, she would be sunk if she voted against reevaluating the lawsuit.  Her vote was not needed.  According to the Herald only Presas-Garcia opposed the reevaluation of the lawsuit.

Come November 2014, Escobedo's and Longoria's ties to Healthsmart, decision to non-suit them, and ties to convicted felon Carlos Quintanilla will play hard.  Their vote to allow the Healthsmart lawsuit to be reevaluated will not save them.  And for the record, we are only at the point of reevaluation and not the refiling of the lawsuit. We must keep the pressure going.

What will be your next step in regard to the BISD PO's?

The Brownsville police will say they have no jurisdiction - I think the only option is the Texas Rangers - but they may decide it is not worth their time.

If they do take it and the vendor employees verify the claims and that Chief Garcia never sent anyone to speak with them, then the Texas rangers may see a bigger problem.

It seems as if C.Savedra is absent during important issues. Why?

Maybe trustees need to be replaced when they are too busy to attend meetings.

If indeed a BISD administrator is purchasing items for his own benefit with BISD PO's that individual is abusing of our taxpayer's money and committing fraud by not paying sale taxes due to the fact that items bought by the school district is tax exempt. Please don't give up on this case.

How do you know Luci said there was nothing there? If it wasn't discussed in open session. FYI, she requested that item moved to open session. This only proves she has nothing to hide nor owes anything to ANYONE!

Everything you have said makes sense. . . . the school board is re-evaluating to try and cover their tracks for dismissing in the first place. . . WOW I am impressed with your research and investigation.

One like I said - I got an email as to what happened - second the vote would have been in open session and she could have said before voting she would vote for the review, but there is nothing there.

I would not doubt if the firm they hired is in on the scam, and was only selected to cover their tracks. Did they even put out the law firm contract out for birds? Was that particular firm hand selected by the Healthsmart people to cover their tracks?

So pretty much any employee at this point can use BISD PO's to purchase items to be used for Personal Profit from now on? They are setting the example that this is allowed as long as its on "shhhhhh". What a waste of our tax dollars here in Brownsville!!!!

The Healthsmart thing smells rotten - why this firm - why no bids? I simply do not trust Powers and Escobedo - they do nothing without a personal agenda.

I can only hope I am wrong
