A TIT ON A BOAR HOG HAS MORE VALUE THAN LUIS SAENZ
 
My regular readers know I have been telling the story of a young lady who is the victim of domestic abuse. Luis Saenz office although provided the contact information four times, the police report, by me directly to Melissa Zamora (I initially tried to use the case as a way to make Luis look good by getting him to agree to call the landlord and inform the landlord the eviction was illegal - but Luis wouldn't have anything to do with it), by me directly to the office which handles domestic abuse issues, and by the victim's mother to the same office. They absolutely refuse to call the victim.  Luis Saenz went to the Herald with a propaganda news release stating his office would be contacting victims within 2 days.  All lies - pure lies plain and simple.
 
His office has yet to contact the victim.  But it gets worse - his office had the man indicted but the indictment has the wrong name of the victim.  Not only did his office not care enough to get the victim's name right, the grand jury foreman before signing the indictment did not care enough to insure the  the information was correct.  This type incompetence and neglect is how criminals walk.
 
It does not end their.  DA Saenz incompetent staff informed the court that the defendant's address is the address of the victim.  When I saw this I went to Judge Olvera's court to inform them of the problem and was told the information on the court order was provided by DA Saenz' office.
 
The defendant has never lived with the victim.  He has been under restraining orders to stay away from the victim.  In fact the custody order requires he contact the mother of the victim to make arrangement to see his daughter, who he has not seen in over 2 years.  Until his return to Brownsville in December he had been living in San Antonio, allegedly married to another woman who bore him a son.
 
Good luck Brownsville, a tit on a boar hog has more value than DA Saenz.
 
My next move is to find an advocacy group for woman outside Cameron County to speak for this victim.  It is cler Luis Saenz has no use for woman who are victims of domestic abuse.

CONGRESSMAN VELA PUTS REALITY CHECK ON VALLEY MEDICAL SCHOOL AND COMMUNITY HOSPITAL WITH VA HOSPITAL COMMENTS

First of note, Congressman Vela has forgone opening an office at city hall in favor of in the same building which holds his local law office.  City of Brownsville's loss, idiots win.

More importantly, Vela has come out in favor of pushing for a VA hospital and in the interim an emergency room for the Harlingen clinic.

While I use to support an emergency room at the VA clinic in Harlingen I now have mixed feelings. From a cost point of view it is the best option.  We really do need the emergency room.  From a convenience point of view I prefer using Valley Baptist in Brownsville as the semi-unofficial VA hospital for emergencies.  When I had my gallbladder emergency going to Valley Baptist in the middle of the night was a lot easier than me having to call someone to take me to Harlingen.  But in fairness we must take into consideration costs - and a VA emergency room is a lot more cost effective than using Valley Baptist.  For now of course, if the veteran needs admittance into a hospital Brownsville veterans will then have to  use Valley Baptist in Harlingen.

What is really needed is two PA's or nurse practitioners to handle the walk ins.  The walk ins are killing the doctors.  They are so overworked and behind.  The other day I was seen by an RN - I was very happy with my service - she knew the best game plan for dealing with my sinus infection. If it does not resolve by February 6th, I will be seen by my regular doctor for my regular 6 month follow-up. 

In Dallas walk ins were seen by PA's and then triage.  The PA's would order any necessary testing before a decision was made as to whether the PA could handle the walk in or have the walk in be seen by the doctor of the day.  The system worked - in most cases the PA was able to handle all the problems.

If Congressman Vela really wants to help veterans now he needs to get funding for a triage system to handle walk ins.

ON THE VA HOSPITAL

UT is all too aware of the model linking VA hospitals, community hospitals and medical schools.  With Vela part of the discussions he can better take the information to the the Veterans Administration which should be able to use the issue of the new medical school and possible community hospital as a way to get on board now for a VA hospital.

My prediction remains the same - Hidgalo County will be the center of the new UT campus with Brownsville being a satellite campus.  Harlingen will get the VA hospital and medical school.  The compromise on the community hospital which will require a new taxing authority in both Hidalgo and Cameron county will place the hospital on the border of the two counties.  The better option is to put the community hospital, VA hospital and medical school all together in one  complex, but the most cost effective model will not sit well with Hidalgo county.  Pressure from the Veterans Administration with some promise of an expanded clinic in McAllen and some medical school offices tied to the McAllen clinic could get Hidalgo county on board for Harlingen being the new medical center complex.  Smart minds would offer basic clinics tied to the new community hospital in both Brownsville and McAllen.  This could prove a good compromise.

SPECIAL COMMENT FROM EDITOR:

I am clueless as to why so many people are compelled to try and post nasty comments for no apparent reason.  I am reporting known facts - that's it.  My interest in this story is the lack of candidates at this late hour in the process.  We may be past the point wherein anyone can start a campaign in earnest against an incumbent.  At this point there are no known challengers to Rose Gowen (assuming she is running) or John Villarreal.  The reality is, if there are it would not be the first time someone tries to raise money for a campaign before filing the proper paperwork.

 "As of this date, we do not have an Appointment of Treasurer form for Mr. Marco Longoria.
Thanks."

As of late Tuesday afternoon the only three people to have filed for the city commission race in May are Debbie Portillo (who has since withdrawn), SMark Sarkis, and John Villarreal through an Amended Appointment of  Campaign Treasurer.  Below is an email I  received from the city secretary late Tuesday afternoon.
 
"Mr. Wightman:
We have not received any other designations of Appointment of Treasurer thus far.
Feel free to submit your request.
Thanks."

IS MONTOYA CAPABLE OF PROGRESS?

"The city-owned utility company on Friday signed a development-and-purchase agreement with Tenaska Inc., an independent energy company based in Omaha, Neb., to buy an ownership interest in an 800-megawatt, natural gas-fired power plant that Tenaska plans to develop on 270 acres at FM 511 and Old Alice Road"

I grow bored with people who have to attack all progress - as to the BPUB story this is what I know - natural gas is abundant in Texas.  There is so much natural gas they cannot even process it fast enough.  This facility which will feed about 50% of Brownsville 's electric needs.  There is zero possibility of the cost of the natural gas going up because of a disaster in the Middle East.  This in fact stabilizes prices for Brownsville.  You cannot grow without investment

The idea of opposing this is the equivalent of opposing all progress.  It means jobs and a more stable source of electricity for Brownsville.  But Montoya would prefer we remain dependent on coal or oil plants.  This plant will run 100% on good old Texas natural gas.

Now if Montoya has a complaint it should be the lack of access to natural gas in Brownsville.  When I was thinking about building in Brownsville my biggest frustration was a lack of areas with natural gas lines.  Brownsville should mandate all new developments have natural gas lines - the lack of this policy is a real basis for complaining about the COB's lack of vision.

NO WATER POLICY

Again we were reminded about the consequences of a lack of a good water policy.  The water policy of the Rio Grande communities is out dated.

"“It’s not only the drought; it’s also human communities on the border,” he said. “Many years ago, the treaties were established to share the waters of the Rio Grande, thinking agricultural. Then lots of population growing and demanding of water (occurred) and that creates an imbalance.”

I agree Pat Ahumada was the worse person to push the issue of the wier dam. But competent city commissioners should have seen beyond the nonsense which was Pat Ahumada and seen the need for the weir dam. When we lost the weir dam we lost the best option for a long term water policy, and a major economic boom for downtown. This nonsense of opposing progress based on nothing more than the people tied to the idea is short sided and reflects just how ignorant some in our community can be.

BISD JUST KEEPS ON GIVING - A CELEBRATION OF IGNORANCE

Just when you think you have heard it all, BISD gives you something else to leave you in shock.  Yesterday I began the process of enrolling a three year old in the three year old program at BISD.  The program was made for this child.  The household consists of all  high school dropouts.  The grandmother encourages the children to not go to school.  The mother of the child and grandmother are functionally illiterate.  This child has no hope of help at home.  I do my best to introduce educational material into the home - but there is no reinforcement.

If a child in need lives near Old Port Isabel and Price, there are no schools which provide for the three year old program.  If a child in this area wants to enroll in the program they must attend Burns on Alton Gloor.  Our esteemed morons, we call BISD trustees, are unaware that the parents of the children most in need probably have no transportation.  It seems to me at least one of every school which feeds into the area middle school should have the three year old program.  It would not be perfect, but it would be better.  It is sad Presas-Garcia and Longoria have millions for their compadres, but not one penny for poor children.

I did find a Head Start program walking distance from this parents home - we shall begin the process of enrolling the child next week.  Hopefully she will get one of the handful of seats available.

REPUBLICANS MOVE FORWARD WITH COUP D'ETAT PLAN OF RULE BY MINORITY

The Republicans have now devised three mechanisms for insuring rule by the minority.  I do not care if you are a radical conservative or uber-liberal - this should concern you.  It is really up to the Independents to send a strong message - "we are done with the anti-American anti-constitution Republicans."

I would not normally source a story through the DailyKos, but in this case the story quotes both Republicans and Democrats opposing the Republican move in Virginia.  Also you can google this story and find the basic story is true.  Now, the Republican Governor of Virginia has come out against this move - so for now at least in Virginia it is dead - but the policy remains very dangerous.

WHAT WAS THE PROPOSAL?

In Virginia, Republicans were seeking to change the law to change from a winner takes all in the electoral college to awarding the electoral college votes based on who wins the congressional district.  In the case of Virginia, it would have meant President Obama winning the popular vote in Virginia, but Romney winning the most electoral votes.

It does not end there, the Republicans favoring this move want to target swings states wherein Democrats win the popular vote, but where most congressional districts are won by Republicans. As the story notes, if this were the case last November, President Obama would have won by 5 million votes, but lost the election in the Electoral College.

THE OTHER TWO MECHANISMS OF MINORITY RULE

In the House of Representatives the Republicans have abolished bipartisan solutions.  In the House a Republican imposed rule provides legislation only moves forward if a majority of the Republicans will vote for it.  It does not matter if the legislation could pass on a majority of Democrats and Republicans working in a  bipartisan manner

In the Senate, the Republicans have substantively changed the Constitution to require 60 votes to pass anything as opposed to 51 as provided for in the Constitution.  To be fair on this one, the old guard Democrats opposed the changes proposed by Senator Reid because in the event the Democrats become the minority they too want to use the Rule of 60 to stop the majority.

MY QUESTION IS, WHY ARE THE AMERICAN PEOPLE WHO SO CALL LOVE THEIR CONSTITUTION HAVE NO PROBLEM WITH WHAT IS HAPPENING?

I'M WATCHING YOU - YOU THINK I DO NOT KNOW - BUT I KNOW

The eye picture is of my congenital cataracts. While today it is not unusual to see this pattern, in 1983 doctors at Ft. Ord had never seen this pattern before. The doctor was working on a journal article at the time and asked permission to include my eye - I said yes - the doctor gave me a copy. I was cleaning my desk and found it under some papers, so I thought it would go well with the Presas-Garcia and Longoria story I have been working on.

THE GOOD NEWS:

Sorry I do not have more news, but my dog Keaton has been sick all weekend.  I am on my 3rd day with less than 4 hours sleep.  We just got back from the vet.  I have been using the vet on Boca Chica for 8 years and would never consider anyone else.

Keaton was seen in October for the same problem.  The vet thought it was hepatic encephalopathy, but wasn't sure.  It was a visiting vet who in my opinion was not very good - but on the antibiotics Keaton got over the problem.

A HEALTH ISSUE FOR HUMANS.

"Last year researchers found a link between mild memory loss and gum disease* and the seven-figure grant will enable examination of medical records of thousands of Americans to further pursue the link."

My regular vet seems to think there is a high probability that Keaton's bad teeth are the cause of the problem.  This is consistent with what we are learning about humans and Alzheimer.   I just started the antibiotics and steroids.  I should see an improvement in cognitive skills by tomorrow night.  If she recovers - next week she will get a  full dental cleaning.  I better win the big prize at bingo tonight because today and next week puts me out $500.00.  It is like I told the vet - when you die you might as well die in debt.  I will always put my girls first when it comes to their well being.  So I will take one less quick weekend away - I was looking forward to Seattle in the Spring, but Keaton comes first.

FECAL TRANSPLANT
- IT CURES MORE THAN YOU THINK

I was in the car listening to NPR when this story came on.  I had no idea.  But it also raised the issue of improper use of antibiotics.

What is fecal transplant?

I like the story because it teaches us just how well the human body can heal itself.

They also had a segment on over reacting to fever - fever is not bad - these superbugs which cannot be treated with antibiotics are in part a result of doctors and people using antibiotics every time they get a fever. Yes, you are miserable - but let nature do what it is designed to do - heal you naturally.
 
WHAT'S UP WITH HOME DEPOT AND SPANISH SIGNAGE?


Home Depot shoppers know that they can use their receipt to respond to an online survey. I do it because it enters me into a $5,000 drawing. I own a home - I can always use a $5,000 gift card from Home Depot. I want to change out 3 sliding glass doors which open to the pool deck to French doors.

Anyway part of the survey now includes questions about signage in Spanish. One question actually asks if I think Home Depot would be a better store without the signage. I would love to meet the executive who came up with that question - beyond clueless. The very idea of the survey sends the wrong message

After Montoya reported that a source close to the TSC trustees stated they were not discussing possible property deals, the BV reported that in fact a trustee had told the BV they were discussing property deals.

Remember the 4 indictments coming down the week Montoya reported about the alleged 4 more indictments - again - never materialized.

Remember how Montoya reported Villalobos was indicted when in fact he was not.  Reporting on Villalobos inevitable indictment was like predicting rain in a rain forest.  Just because Villalobos was indicted months later does no make the original false story then true.  The BV months before reported the verified fact that Villalobos and De la Garza were served subpoenas by a federal grand jury.  the indictment at that  time was inevitable.  As to De la Garza - wait for the trial - her testimony and deal with the US Attorney should be quite revealing.

The only thing more ridiculous than all of Montoya's fabricated stories is, the fools who repeat them as true.

It took Montoya months, after the BV reported about the $35,000 spending limit being abused by Martinez, to find reliable sources to tell him about Tony Martinez abuses.

This is not about readership - the BV is very happy with its readership - it is about making Brownsville better - endless paid for lies, or lies based on a hatred  for someone do not help anyone, but the corrupt.

And for the record, sore loser Presas-Garcia and Montoya working together to continue to discredit Acacia Ameel could get BISD sued again- this time for defamation.  BISD cleared Acacia Ameel of all charges related to the parent protests at Veterans high school.  For Montoya a story is only a story if it defames people or is paid for in advance.

FIGHTING SUPERBUG BACTERIA - ANOTHER ROSE GOWEN FAILURE

"A prominent British health official has declared the rise of antibiotic-resistant superbugs so grave a threat that the world is now facing an "apocalyptic scenario" in which people die of routine infections.

Dame Sally Davies, the U.K.'s chief medical officer (a role equivalent to the U.S. surgeon general), warned Parliament that contagious antibiotic-resistant disease is an imminent crisis and should be included on the government's official register of possible national emergencies, right next to terrorist attacks and natural disasters, according to the Guardian.

Superbugs are disease-causing bacteria that have evolved to have defenses against antibiotic drugs. Over the years, some strains of bacteria have become so robust they resist almost every weapon in our drug armamentarium."

From the time Rose Gowen took office I pushed with the city commission a ban on importing antibiotics from Matamoros.  The overuse of antibiotics caused this problem.  I also urged county commissioners to ban the importation of antibiotics without a verified prescription.  In nearly 4 years in office Rose Gowen has never once responded to my emails.  Along these lines as a doctor/commissioner she was the perfect person to discuss HIV and Hep C as problems within Brownsville.  Again Rose Gowen gets an F.  As a doctor/commissioner Rose Gowen fails at every level.

Unlike our inept leadership in Brownsville and Cameron county, several years ago Mexico heeded the science on this issue and banned the sale of antibiotics without a prescription.  It says a lot about the incompetence of our local leadership that they refused to even consider the crisis, while Mexico had to act to protect US citizens along the border.

My doctor at the VA has a general rule of a 101 fever, along with verification the infection can be treated with antibiotics, before I can get a prescription.  We both are fully aware of the problem and are in full agreement as to the policy.  I regularly get diverticulitis and treat it without antibiotics.  Even now I have a sinus infection which developed after a cold, and am using over the counter remedies before an antibiotic will even be considered.

WHEN WILL BROWNSVILLE AND CAMERON COUNTY EDUCATE THE LOCALS ABOUT THIS CRISIS?

When it becomes epidemic - the lack of local education on this issue is an indictment on all of our local elected officials.

US ATTORNEY IN TROUBLE
OVER LIMAS TESTIMONY

Abel Limas screwed the US attorney during his testimony last week in the Rosenthal case.

From the Herald:

"Limas now has been called to the stand. He testified that Rosenthal had wanted him to pay $10,000 to Brownsville City Manager Charlie Cabler and to the city's civil service officer Carlos Ayala to ensure that then-police officer Jimmy Manrrique passed an exam that he wanted to take for a lieutenant position.

Limas said that being lieutenant would have facilitated the rise to police chief.

Limas testified that Rosenthal told him that Manrrique would be going to Limas' office.
"Jimmy showed up and told me exactly what he wanted also," Limas testified, adding, however, that he doesn't know if Manrrique knew about the $10,000.

Limas testified that he did not offer the $10,000 to anyone, however. "It was wrong," Limas testified when asked why not."

Defense counsel for Villalobos, Lucio or Rosenthal should be allowed to take Abel Limas on voir dire prior to the prosecution being allowed to question him.  To discredit Limas before the jury should be an easy task.

Defense counsel will be allowed to establish the deal Limas made with the US Attorney.  They will then establish the crimes Limas has plead guilty to.

This is then the kicker - "Now Mr. Limas, after just admitting to corrupting the judicial process for your own benefit you expect the jury to believe the following testimony you provided during a preliminary hearing in the Rosenthal case."

"Limas testified that he did not offer the $10,000 to anyone, however. "It was wrong," Limas testified when asked why not."

At this point no competent jury will even consider Limas testimony.  In fact it would be reckless to even proceed with Limas testimony at that time - it will only make the US Attorney seem desperate.

It is  time the US Attorney cut its losses, and simply move for sentencing of Limas after withdrawing the deal.  By Limas own conduct he has made his testimony worthless for the prosecution.





 
HERALD REPORTING AMEEL SETTLES

"BISD trustees Herman Otis Powers Jr., Luci Longoria, Minerva Peña and Christina Saavedra voted for the settlement, while board President Enrique Escobedo voted against. Trustees Hector Chirinos and Catalina Presas-Garcia were not present."

The story is very odd - "District counsel Arturo Michel said details would become available once the 404th state District Court approves the settlement."

But then the article seems to go on and details the terms of settlement - I think Arturo Michel is blowing smoke and trying to save face for BISD.  It is important to understand no loss income is a variable because she never lost income.  There was no win here for BISD, because it was not an issue.

Chirinos did not appear at the meeting because of an appearance of conflict of interest as it relates to Ameel.  Presas-Garcia also did not appear.

Ms. Garza's staff assured me she would call me back to discuss Ms. Portillo. She did not - now it is possible this is not the Bertha Garza who is the the treasurer. But what are the odds that a VP at IBC bank (United Brownsville) would have the same  name as Ms. Portillo's (United Brownsville) treasurer.

EMERGENCY BISD MEETING TO SETTLE ACACIA AMEEL CASE
 
The meeting is on the 24th at 4 p.m..  Below is the verbatim reasoning for the meeting as stated by BISD.
 
"Situations have arisen that require the prompt attention of the Board of Trustees at this time.

The school district is currently involved in lawsuits in which it has been sued by Acacia Ameel.

On January 23, 2013, the court in the FMLA lawsuit denied the pending motion for continuance

and set the trial for January 28, 2013. Subsequent to the court hearing where this action took place,

the attorneys in this lawsuit developed a settlement proposal, which if approved, would resolve all

pending or threatened litigation matters between Ms. Ameel and the District. The resolution of

this matter requires action by the Board of Trustees prior to the trial date. The settlement offer's

final terms were unforeseen and not reasonably anticipated by the District. As such, the District is

proceeding with an emergency meeting with as much notice to the public as reasonably possible.

The failure of the Board to take immediate action would likely result in the unnecessary and

extensive expenditure of public funds, increased litigation and further unnecessary legal liability."
 
EDITOR'S ANALYSIS
 
Apparently after denying her grievance the Board in less the 24 hours has found a heart.  I do not doubt that the judge denied the continuance because anyone born alive with a brain knows so long as Presas-Garcia, Longoria and Saavedra remain on the Board money will be wasted.  The judge probably saw last nights board meeting and decided enough with these clowns.  They pay millions to people who according to the TEA were justifiably fired, but refuse settlement to anyone who refuses to play ball.

Montoya, Sylvia Atkinson, area assistant superintendent for the Hanna and Veterans clusters and the former assistant superintendent for human resources; Marcela Zarate, administrator of certified personnel; Berta Peña, the assistant superintendent for support services; public information officer Drue Brown; Jimmy Haynes, assistant superintendent for operations; Chief Financial Officer Ismael Garcia, and Sandra Lopez, the area assistant superintendent for the Lopez and Rivera clusters."

I would pay to see Presas-Garcia under oath while filming the jury's reaction - it will be one of complete and total disbelieve - BISD will settle before they allow Presas-Garcia or Longoria to testify.

THE CASE OF JOHN VILLARREAL

I have not written off John Villarreal as a Tony Martinez yes man - if he were, he would already be the 4th vote Tony Martinez needs to execute his putsch against those administrators refusing to play ball.

John is in an interesting position come May.  Tony Martinez needs to retain Rose Gowen's seat while gaining Melissa Zamora's seat in order to have a secure majority.  This is going to take a lot of money.  I feel fairly certain that the only way John will see a serious challenger is if he is perceived as being aligned with Tony Martinez.  Tony Martinez cannot afford to raise money for three campaigns - I suspect John Villarreal is safe in his reelection so long as he is not dubbed through his votes as a Tony Martinez yes man - only time will tell.

CALL FOR INFORMATION

I missed the workshop on the airport - can anyone provide me information as to what was learned.

"Powers placed an item on the agenda to terminate the firm, along with a companion item to consider hiring a new, or interim, legal counsel. The proposal initially passed by the same 4-3 vote, with Powers, Peña, Escobedo and Chirinos voting in favor and Presas-Garcia, Saavedra and Longoria against. The item was postponed until the board’s next meeting on Feb. 5."

I did not see the hearing - I was busy living.  Actually, by the time I got back from meetings in Harlingen and eating dinner at Longhorns, it was after 6:30 p.m.  Apparently they then took a second vote and delayed the termination until February 5th.  I would love to be a fly on the wall of Thompson Horton squirm with Escobedo to keep the cash cow going.

I believe what Judge Cascos is saying - the problem is sources very close to Enrique and Jaime Escobedo seem to think otherwise  - The BV always welcomes clarifications from elected officials.  But I stand by my source - but again maybe Enrique and Jaime failed to include Judge Cascos in their discussions and plans.

We begin with the web page Pink Ape provided to BISD - it remains under construction. 

http://pinkapemedia.com/  Now I ask you, you are someone wanting to advertise, are you going to do business with someone in the media business who does not even have an active web page?  Should this not have been a consideration in who BISD chose to provide the advertising contract for advertising on their buses and facilities throughout BISD.

Now, compare this to Hatchar Media, who lost the bid.  At least they have a web page.  They also have specific experience with buses.

Here is the introductory letter by Pink Ape Media - does this letter say professionalism? - this company wants to handle advertising for BISD, but yet they have no one in the officer who can proof read a simple letter for coherency and proper grammar.  How can an advertising company not have a copy editor?

This is what Cata Presas-Garcia said about why they chose Pink Ape (aka Rodrigo Moreno) company.

"Catalina Presas-Garcia, the chairwoman of BISD’s budget committee, said the committee liked Pink Ape’s presentation, plus the fact that it is locally owned and offered a better split of the revenues generated."

I guess given how poorly educated Presas-Garcia really is, the Pink Ape letter appears professional.  Her message to BISD students is - you can grow up to be illiterate and still get big contracts so long as you play along - so why bother doing well in school.  What a message from a school board trustee.

I cannot produce the Hatchar letter.  I was told that eventually I will receive a letter from BISD telling me it is not subject to the Open Records Act.   As the BV has discussed before, the protections provided by the Open Records Act ends when the bidding ends.  The bidding is over.  Everything Hatchar submitted was submitted with an understanding it would be a public record if they won the contract.  So why is BISD withholding the information?  They do not want the public doing a true comparison of the two companies - we might learn something about contract rigging. 

BISD tried this same game with the Royston Rayzor documents, but upon my response to the AG eventually gave me everything I wanted.

Further, I  cannot compare PinkApeMedia's offer to the Hatchar's offer because BISD has gone to the AG to keep from releasing the information. 

I also know the county has done business with Moreno Meneses, DBA Pink Ape Media - with no mention of a Juan Antonio Villalobos. Moreno Meneses does have a local office.  When the contract was awarded  Texas showed no corporate filings for Moreno Meneses or DBA's.

When you research the owner of the home with the Cameron County Appraisal district, it does not exist.  Someone had the address removed from the records.  All of the other homes are there.  Also the address provided by Pink Ape says it is a street - according to Cameron County records it is a drive.

When you do a whois search for their web page- you see a reference to a Moreno -

beyond that nothing. Rodrigo Moreno was a major player in bringing about the current corrupt BISD Board. The question becomes is this contract, and the withholding of the Hatchar documents a payoff to Rodrigo Moreno for helping elect the current corrupt BISD Board of Trustees?  Everyone needs to remember the picture of Rodrigo Moreno, Carlos Quintanilla, Enrique Escobedo, and Pat Lehmann meeting about the BISD election.  Further, Pink Ape and Rodrigo Moreno have the same phone number.  The use of Juan Antonio Villalobos' name was nothing less than a pathetic attempt to cover-up this contract was a payoff for Moreno's work on the Escobedo, Longoria and Saavedra's campaigns.

TONY MARTINEZ AND THE $35,000 RULE - BV BROKE THE STORY ON APRIL 20, 2012

"The most Tony Martinez has to offer these veterans is nothing. he has no vision for a better Brownsville. The remodeling jobs - the handful which exist are already awarded. They all will be under $35,000 so no open bidding will be required. Pay attention people - the mayor along with his corrupt compadres on the city commission can insist that Cabler makes sure all of the contracts go to their compadres without any bidding. They can give endless contracts to a handful of people so long as they are all under $35,000."

Nothing in this story is new - the BV told Brownsville about this con by Tony Martinez way back  last April.  The problem is only now are a handful of administrators and city commissioners willing to pass on more specific information to the bloggers.  In April when I learned of several contracts which did not go before the city commission I became concerned.  I contacted a reliable source and this is when they told my about the $35,000 rule.

I then broke the story.

Anyone who thinks the story now is about bills under $35,000, is missing the story.  This is old news - nearly a year old.  I'm glad to see people late to the party are at least getting their drinks from half empty used cups.

THE STORY NOW IS - WHO WILL GET FIRED?

As the BV reported, Tony Martinez is looking for a majority to fire Charlie Cabler and Pete Gonzalez.  Neither man wants to play with Tony Martinez.  As a consequence Tony Martinez wants to replace both.  Tony Martinez is playing the same game with city commissioners and anyone who might want to cross him. 

I am tired of the endless comments I reject that Tony Martinez controls Melissa Zamora's vote because she rents a house from his wife - FACT CHECK  - Melissa is not running for reelection - she has nothing to fear from Tony Martinez.  Melissa is about to move into the home of her soon to be husband.  Given these simple facts - someone - anyone please tell him exactly what control Tony Martinez has over Melissa Zamora?  Further, if he controlled Melissa, he would not need a plant to replace her so that he has the 4 votes needed to fire Charlie Cabler.

This is the story - the voters need to know just how far Tony Martinez is willing to go to be allowed to keep on  fleecing the people of Brownsville.

This is the story - the voters need to know that if Tony Martinez succeeds in firing Charlie Cabler and Pete Gonzalez, there will be no stopping him.

This is the story - Tony Martinez has turned to Cata Presas-Garcia to learn how to destroy innocent people in order to keep his corrupt government practices going. LOL

THE CITY COMMISSION IS BEING PLAYED BY MARC SOSSI AND TONY MARTINEZ

The city commission is being played-   Marc Sossi is telling them that so long as the individual invoice is under $35,000 they must pay it - no - Marc Sossi is nothing more than a yes man for Tony Martinez.  If this rule were so simple then Tony Martinez could contract for just about anything so long as the vendor only submits monthly invoices for under $35,000.  The city commission needs to say no to any further payments.  When the vendors sue, let the city counter sue claiming conspiracy with Tony Martinez to defraud the taxpayers of Brownsville.

The city commission needs to vote for an internal audit of all bills paid at Tony Martinez's request.  This will end his rule - it will insure he has no majority come May 2013.  This is the story - this is the issue - this is the narrative which must play over and over and over again until election day in May.



IS THE HEALTHSMART LAWSUIT BEHIND THE FIRING OF THOMPSON HORTON

A source is telling me the move to fire Thompson Horton is  over their refusal to back the refiling of the Healthsmart lawsuit.  Given the fact they already went on record stating the lawsuit was iffy, they cannot very well now state they were wrong.  In exchange for voting to reinstate the Healthsmart lawsuit, Escobedo gets backing for what he wants.  In part he wants a law firm more willing to back his deals.

I would say the credibility of my source is maybe 60/40.  I did get an earful from several people for reporting on the possible firing of Thompson Horton.  While one source outlined the Healhsmart deal, the others just said - "wait and see what happens - you will like it."

Here is the deal - while many people will be happy to see Charlie Cabler fired from the COB - but if the reason for Cabler being fired is so that Tony Martinez can hire a yes man, will we really be better off?

I am all excited over the prospect of the Healthsmart lawsuit being refiled.  But if the motivation for removing Thompson Horton from BISD is to allow a new group to move forward on their corruption, have we really accomplished anything?  If Healthsmart gets refiled it will be a good thing - but we must be diligent in stopping the back door deals that this new majority will seek to execute with the assistance of the new counsel.

The Herald is reporting that the TSC Trustees have stopped their nonsense and is now negotiating with UT over land and buildings.  If the TSC Trustees do their job UTB will see a vast increase in UT funding - which will mean more jobs for Brownsville.  One can only hope the TSC Trustees see the importance of cutting a fair deal with UT.  The Brownsville part of the new UT campus will still be a satellite of the main campus, but at least it will be a free standing institution  tied to UT.

The agenda item is by Otis Powers - let's see which law firm will be getting their payoff. Remember Escobedo has been unhappy with Thompson Horton's refusal to go along on all of his deals. Let's see if the vote is, Powers, Escobedo, Peña, and Chirinos.

This should be happening in Brownsville - but all we have is a mayor living in a would of delusions with no meaningful vision. To be fair nothing prevents two city commissioners from putting on the agenda a workshop on the airport.

DID I MISS SOMETHING - FULL STEAM AHEAD ON POLITICS AS USUAL

Are many of our local politicians sociopaths? This has to be the explanation for so little change in how so many of our local politicians do business.  One would think that after all of these indictments the message would be received.  The deal is - they simply see nothing wrong with what they are doing.

Even with the Cadriel investigation all political entities will continue to corrupt the hiring process. 

Tony Martinez is currently being challenged over another $28,000 bill.  He is convinced he can continue to spend as much of the city's money as he pleases without accountability so long as the sum of each individual bill is under $35,000.  Until a city commissioner is willing to put it on the agenda for accountability - nothing will change.

So in this short post, I ask - Did I miss something?  If the answer is they are sociopaths, nothing will ever change.

JIMMY MANRRIQUE AND CHUCK MATTINGLY THE FACES OF THE CAMERON COUNTY REPUBLICAN PARTY

 
I want to see what Mr. Dumbocrat has to say about this reality.

First of all until a judge or jury finds otherwise both of these gentlemen are presumed innocent of any crimes.  But it cannot be denied both are part of Judge Limas, Marc Rosenthal and Armando Villalobos alleged criminal enterprise, if the testimony is to be believed.

The issue related to Chuck Mattingly is simple so I will begin there.  Chuck Mattingly will be a witness for Armando Villalobos.  In the case of Amit Livingston Chuck Mattingly will testify that in chambers without a court record he did in fact object to the release of Amit Livingston.  The attorney for Amit Livingston will testify that Chuck Mattingly is a liar.  Depending on what evidence Armando Villalobos is willing to offer the US Attorney after his conviction, Mattingly could be charged with aggravated perjury. [note - who is Amit Livingston? - he is a confessed murderer allowed to walk out of court without a bond to get his affairs in order before reporting to prison.  The $500,000 cash bond was paid over to Villalobos' former law partner as a settlement for the children of the victim.  It is alleged that Villalobos' former law partner funneled some $80,000 back to Villalobos.]

JIMMY MANRRIQUE IS THE MORE INTERESTING CHARACTER

Manrrique was forced out of the Brownsville police department after allegedly using police department resources to do research on private citizens.  PAY ATTENTION SAENZ - Is this what Zeke Silva is doing in your office?

Jimmy Manrrique was hired by Danny Defenbaugh to aid in the $250,000 audit at BISD which everyone now knows was bogus and in large measure just fabricated.

Below is the Defenbaugh audit of BISD. It is a $250,000 fraud and Defenbaugh's own email recommending commendation for Rey Arteaga proves it.

On page 9 within the Executive Summary Defenbaugh outlines accusations of criminal wrongdoing against Rey Arteaga. After finding the claims to be unfounded Defenbaugh, so as to not offend Presas-Garcia then finds "multiple deficiencies and significant shortcomings." On this issue Defenbaugh could not list one thing to support his findings.

Unfortunately for Defenbaugh there is his email with his true findings.

In the email Defenbaugh states Rey Arteaga should be commended for how he runs the Maintenance Department.

What exactly was Jimmy Manrrique paid to help with this fraudulent report?

What we did not learn in the latest testimony from the Marc Rosenthal case is, what was Marc Rosenthal's interest in Jimmy Manrrique?  If one cannot be established, the claims against Manrrique could fall as  not credible.  But if we are to believe the claims by the BPD, Manrrique illegally used BPD resources to gain access to information about private citizens not under investigation.  Did Manrrique do similar things  for Rosenthal?  We will have to wait until the trial.

The Manrrique issue is important - I have been told to be patient about forthcoming indictments at BISD.  It has been explained to me that BISD will still be able to get the $14.3 million stolen by Healthsmart.  The DOJ is fully aware of the fraud in Danny Defenbaugh's BISD report. - They are fully aware Jimmy Manrrique was a player in the fraud as hired by Danny Defenbaugh.  The question is what evidence will Manrrique provide the DOJ about BISD and Danny Defenbaugh to avoid possible prosecution?

GERIATRIC CARE, CHILDREN, AND DOGS

I am distracted with a host of issues and work that I have not had time to research anything for the BV - I do have several Open Records pending which could result in good stories.
 
BUT THEN A SERIES OF PHONE CALLS GOT ME THESE TWO STORIES 
 
IS LUIS SAENZ ALLOWING ZEKE SILVA TO USE THE DA'S OFFICE TO VIOLATE PEOPLE'S CIVIL RIGHTS?
 
While preparing this I did receive information regarding Luis Saenz - if the story pans out his office may be subject to an FBI investigation.  If the story pans out, he is playing dirty, real dirty.  This is not the first time I have heard similar stories.  This time I believe the source.
 
Apparently, Zeke Silva and Juan Montoya are running their mouths around town how Zeke Silva from his desk at the DA's office is providing inside information and dirt on citizens and politicians who are not in Zeke Silva's favor.  The extent of Luis Saenz knowledge of this is not known.  Luis Saenz can certainly look to phone records today and decide whether or not Zeke Silva is just blowing smoke.
 
Luis, I will give this to you in simple terms - the FBI reads my blog.  If they verify this and your office has turned a blind eye to Zeke Silva's conduct, you could find your term as the new DA very short.  You could find your office being sued for civil rights voilations.
 
For my regular readers - Luis Saenz  continues to refuse to help this victim of domestic abuse.  It is clear, Luis Saenz is more about settling scores than protecting the people.
 
TONY MARTINEZ UPDATE - TONY HIRES CATA PRESAS-GARCIA AS CONSULTANT INTO HOW TO CLEAN HOUSE OF THOSE WHO WILL NOT PLAY ALONG - LOL
 
Sometimes I need two credible sources to tell me something before  I will print the story.  Apparently, Tony Martinez's plant to replace Melissa Zamora has agreed to vote to fire Charlie Cabler and Pete Gonzales.  Apparently both of these men stand in the way of Tony Martinez's agenda of contract rigging and doing as he pleases.  For the second time I have been told that Marc Sossi is on board with Tony Martinez.  It may be time for a majority to call Marc Sossi into executive session and fire him over approving Tony Martinez approving all of these contracts or binding the city to contracts under $35,000.  It is my understanding that Marc Sossi has told Charlie Cabler and Pete Gonzales that they must pay all commitments by Tony Martinez which are under $35,000.  It is time the majority of this city commission take down Marc Sossie and Tony Martinez.

Today I am going to talk about things people do not think much about, but what they really need to be thinking about.
 
GERIATRIC ISSUES
 
To the children of senior citizen parents - think twice about the message you are sending your children about how you want to be treated when you become a senior.  I am dealing with several seniors around the country in need of a lot care. 
 
Alzheimer's, dementia, and strokes are not things your parents developed to make your life miserable - you may believe this - but it is only in your selfish head.  Just because your parent has developed paranoia and has become verbally abusive is not a basis to abandon them.  As a presumptive adult it is your job to understand it is nothing personal and deal with it.  I know of cases wherein the children have told me they cannot handle the abuse so they cannot be there for their parent.  These adult children are so fragile they cannot seem to understand it is not about them, but about their parent.  I agree it is hard - when I am dealing with a woman who is accusing me of all of these bad things when we are in different states and there is no way I could have been in her room early in the day, I know enough to ignore what she is saying, and to do my best to calm her down and get her refocused.  Maybe it is time we mandate classes for children of disabled seniors. 
 
Remember guys, when you abandon your parents, you are telling your children that it is okay to abandon you in your time of need.
 
CHILDREN
 
Bela who turned 3 in October, is already 41 inches tall and 45 pounds.  This means she qualifies for a booster seat.  I blows my mind how many parents do not want to deal with car seats.  I agree they can be a pain in the butt, but they are for the safety of your  children.  The challenge of loading and unloading a car seat can be taxing, which is why I am so happy we are now using a booster seat.  The one I bought has an attachment which allows you to adjust the chest seat belt so it is not too high.  In this case the belt crosses Bela's chest exactly where it belongs.
 
Remember guys, car seats and booster seats are not about you being inconvenienced, they are about the safety of children.
 
DOGS
 
My girls, Buster and Keaton get the best health care.  Owning a dog is a long term financial commitment.  In October Keaton's health problems cost me a small fortune.  Their annual visit is also expensive - it typically costs me about $300.   We did this 2 weeks ago.  Buster must be sedated to be examined - (she is 10 1/2 and she has been this way since she was 6 months old) so that costs a bit extra - but I do it because her safety and care is priority one.  She is actually a very friendly and playful dog - she just hates the vet big time.
 
My girls were spayed at 6 months.  The animal shelter in Dallas where I got them require it, or they will come and take back the dog.  I have had them since they were 8 weeks old.  I always adopt pound dogs
 
Remember guys, pets are not toys, but a major financial responsibility.

DID THE FBI FORCE DA SAENZ'S HAND ON THE CADRIEL CASE?

I cannot tell my readers with certainty why the FBI had an interest in this post.  I do take a lot of pride in the fact law enforcement downloads a lot of my documents.  But I find it very interesting in terms of time that the FBI is downloading the information at the same time DA Luis Saenz is announcing his decision to move forward on the investigation.
 
ALONG THESE LINES AND VILLALOBOS
 
This past week the DOJ filed a lot of seal documents with the court.  I suspect it is more disclosures concerning testimony from parties provided transactional immunity.  I feel very confident at least one document includes testimony expected from Aurora de la Garza.  I do not  doubt DA Saenz received the information and that the information resulted in his decision to pursue the investigation against the clerk.
 
In  fact I feel  certain DA Saenz is moving forward on both cases after learning the FBI has taken an interest in the cases.
