If I understand the story - there is afoot an attempt to create a taxing authority which will benefit a private corporation in the fingers area of Port Isabel, also known as Modern Venice.

This document is from Raybec to the City of Port Isabel concerning its efforts in lobbying for the taxing authority.

This second document is the attorney billing to Raybec and Ron Berman.

As you scan through the billing you will note who their lawyers are working with to pull off this con on the people of Modern Venice - Senator Lucio, State Representative Eddie Lucio III, and Rene Oliveira - Why is the Herald running cover for these three?  Does the Herald even have a purpose anymore?

Here is my original story on the issue with a link to Governor Perry's office so that you can ask that veto the creation of this taxing authority.

The below document is a larger document detailing the exact nature of the problem.

I have been asked to post the following as a request from the community seeking the help of my readers. On the link for the governor, click on it, and then click on contact and paste the following if you want to help.

"Attention everyone,

Keep sending your e-mail opinions to the governors office. Gov. Perry has not signed the bill and we have not lost this battle yet.

Copy and Paste the template I have below:

Governor Perry, I respectfully request that you veto SB 1922 and HB 3860. This is legislation to create a Property Improvement District in the form of a Tax Increment Reinvestment Zone (TIRZ) in the Modern Venice Subdivision of Port Isabel, TX. A consultant to the City of Port Isabel named Raybec Investments based out of Illinois has a conflict of interest in that they own private property in the proposed district. Raybec has hired Vinson & Elkins as lobbyist to have Dem. Sen. Lucio and Dem. Rep. Oliveira introduce this legislation on behalf of the City of Port Isabel.
A problem with the proposed legislation is that it circumvents State Tax Code Chapter 311 Section 311.009 and 311.006b (1) which are requirements of Property Improvement Districts. Many property owners inside and outside the proposed district may be unfairly taxed to improve the private property of others if signed by your office.

Gov. Perry, please help us citizens defend our rights against the Democratic political machine in Cameron County who will not listen to reason. Please veto this bill, it is unfair and if passed, may be found to be illegal by the Attorney General. The concerned citizens of the Modern Venice subdivision would be glad to meet with you and discuss this legislation and how it affects us in more detail if you so choose.

With all the more pressing issues before our state legislature at this time, I once again ask you to do the right thing and veto this bill.

Respectfully yours,
