IF THE COB FAILS TO TABLE THE FLY FRONTERA DEAL THEN IT FAILS THIS TEST

Pam Am came to Brownsville in good faith.  It pays rent to the COB - it renovated an old building at a cost of $70,000 to itself.  It gave us a $100,000 inspection facility for cargo.  It told the COB it intended to use its cargo profits to fund commercial air service to Mexico.

Sometime in October by the mayor's own admission he started to work with Quintanilla on this deal.  Why did the Airport Board, Larry Brown and the COB fail to tell Pan Am that city funding was now available?  This is not how people of integrity act.

Where would Pan Am be now in setting this up if it had been told in October city funding may be available?  Integrity

Pan Am has been betrayed.  If I were Pan Am I would look at suing the COB for fraud to get back every penny spent in Brownsville and then move the operations to Harlingen.

The Pan Am deal was not just Pan Am employees - it was rail - it was the port - it was trucking.

Integrity would have included the Airport Board, Larry Brown, and the COB informing Pam Am in October that it was looking at this deal.  Larry Brown who has lost all of my respect stood with the president of Pan Am calling this a great day knowing full well he was conspiring behind the scenes to  bring in another airline on city money, while misleading Pan Am about the availability of city funds.

By his own admissions, the mayor was a key player in this deception.

BROWNSVILLE - A CITY WHERE INTEGRITY HAS NO BUSINESS IN HOW IT DOES BUSINESS WITH LOYAL CORPORATIONS.  TO CORPORATE AMERICA DO NOT DO BUSINESS IN BROWNSVILLE - INTEGRITY MEANS NOTHING HERE - IT IS ALL CALABAZA - CODE WORD FOR UNDER THE TABLE HELP OR DEALS

Mr. Mayor while I give you high marks for agreeing to open the meeting to discussion - in fact an A+ - until you explain why this option of city money was kept from Pan Am since October, you will have no credibility. INTEGRITY - mandates Pan Am be given a fair playing field with a three week delay. Mr. Mayor you worked with another company since October while keeping Pan Am in the dark - is it really asking too much to give Pan Am three weeks to put a deal together?

INTEGRITY
